According to the Handbook (page 383) and the Advanced Dictionary (page 665):

  • とはいえ can be used in the sentence-initial position (S1。とはいえ、S2。).

According to the Handbook (page 383):

  • とはいえ is a formal expression that's mainly written.
  • These expressions may be used instead
    • とはいいながら (no renshuu page)
    • とはいうものの
    • と(は)いっても
      • The Handbook entry for とはいっても (page 384, no parentheses) says it means the same thing as and is used the same way as といっても.
      • The Advanced Dictionary (page 667) backs this up and also references a plain といっても entry.
